OMS Compliance Services, Inc. offers a full complement of services to assure the compliance of our clients to all Drug and alcohol testing regulations. We offer collection services, program management, policy and program review, training, supervisor certification, collection site review, and 24/7 support for our clients.
We manage and administrate DOT regulated Drug & Alcohol random testing programs. In order to be current on the rules and interpretations of the governing bodies, we are members of DATIA, a national Drug and alcohol testing industry association. We are constantly interacting with auditors, inspectors, and investigators in all of the DOT modes.
OMS has been prominent in the introduction of drug and alcohol free workplace policies and programs in non-regulated areas also. Many local businesses, organizations, and school systems utilize our services to manage their pre-employment drug and alcohol testing, as well as, reasonable cause, post accident, and other drug and alcohol testing requirements.
OMS coordinates all random draws, throughout the year, to meet the regulatory requirements of whatever DOT AGENCY is required. Using a leading drug and alcohol management software program to generate draws and follow ups, we are able to manage your program to very tight parameters that allow the minimum number of tests to meet regulatory requirements. This software is maintained on a stand-alone computer, for security, and is used strictly for maintaining and managing our clients’ programs.
Follow Up, Return to Duty, Pre-Employments and Post Accident testing guidance is given as required. We have a wide network of collection sites, across the state, which allows us to coordinate remote, post accident, and on-site collections.
OMS maintains controlled retention of all records concerning your testing program per the regulatory requirements. Scheduled, timely destruction of the documents is assured to maintain confidentiality and control.

“A Supervisor’s Guide to Reasonable Suspicion Testing”
Describes the signs and symptoms of controlled substance abuse, and what you are required to do when you recognize them in an employee. Required for supervisors of employees performing safety sensitive functions, so that you can order a DOT compliant “Reasonable Suspicion” drug and/or alcohol test.
“Supervisor’s Recurrent Training”
Not required by all transportation agencies, but it is a good refresher to keep the supervisor up to date on changes.
“Substance Abuse in the workplace, An Employee’s Guide”
This satisfies the regulatory requirement to make your employees aware of the dangers of drug and alcohol use in the workplace.

Reasonable Suspicion Training for Supervisors
This is 2 (two) hour program that fulfills the DOT requirement for supervisors, which allows a supervisor to order a reasonable suspicion test under DOT regulations. It is a combination of lecture, PowerPoint, and interactive presentation.
The program is offered, occasionally throughout the year, in conjunction with other clients or we can schedule a training program specifically for your supervisor/management staff, at your location.
Employee Awareness training
The program generally takes 1-1 ½ hours. An OMS representative, in a fashion to elicit attendee interaction, presents the lecture and PowerPoint. The class is held at your site, and price is dependent on number of attendees and travel to your location. This is a good exposure to the dangers of drug and alcohol use on the workplace. The policies and procedures used in your drug and alcohol testing program are reviewed.
Awareness Training on CD
We also offer a PowerPoint presentation on CD, which can be used in a group setting with your facilitator. There are files on the CD to print a handout for all attendees, and to help the facilitator answer basic questions that may arise.
The CD can also be handed out to employees to use as a self-guided training. Regardless of how it is presented there is a short quiz to help assess the employees’ understanding of what is presented.

There are specific content and presentation requirements for each agency, that must be strictly followed, to maintain a DOT compliant drug and alcohol testing program.
Policy Development
The first step to implementing an effective drug and alcohol testing program is a written policy. This assures that all employees know precisely what the prohibitions are, and the consequences for violating them. The written policy should clearly state the policies and procedures that you will use in any situation.
DOT Regulated
If you are regulated by a DOT agency, the policy must meet all the requirements of that agency with regard to the promulgation of a written policy. That means that it must contain all the required elements, and cannot contain any elements that are contrary to the regulations. The policy must be disbursed to all covered employees, and the employee must sign an acknowledgement of receipt.
OMS Compliance Services can provide a written DOT compliant policy specific to your regulatory agency. Clients can choose a zero tolerance policy or can allow employees who violate prohibited activity to seek rehabilitation. We use a template that includes all the required agency elements, and then add company specific policy statements that are in addition to the provisions mandated by the DOT.
The DOT compliant policy is a document directed specifically to the employees who are performing safety sensitive functions as define by the regulating agency. This is not a document that would be used to cover your procedures for all employees.
